Electronic Filing

The Municipal Boundary Adjustment Unit accepts electronic filings of boundary adjustments.  The process for electronic submission is as follows:

Creating an Account/Accessing the E-Filing Form

  • Input all of the basic information regarding a proposed adjustment: input form.
  • The first time you access this page you will be asked to create an account.  Following the account creation, you will be redirected to the input form.
  • Once your account is established you will need to log in with your email address and password for any subsequent filings.

Filling Out the E-Filing Form

The submission form asks for basic information regarding the proposed adjustment.

  • Transfer type (i.e. Annexations, Orderly Annexations, Detachments, etc.)
  • Total number of acres being transferred.
  • Legal description of the proposed boundary adjustment.
  • Any notes which you wish the Municipal Boundary Unit staff to see. These notes will not be displayed to the public. For instance, please include your contact information with this field.
  • Name of the local units of government involved in the proposed boundary adjustment.
  • Click the "Additional Transfer(s) Box" to create additional "Transfer From" and "Transfer To," if more than two local units of government are affected.

Saving / Viewing the Form

  • Once the form has been filled out, click "Save and View Record."
  • You may also click "Save" if you wish to save a partially completed form.

Uploading Filing Documents

  • Once you click "Save and View Record" you will be taken to a page displaying the information you submitted.  At this time, an email will be sent to the MBAU staff alerting them of the submission.
  • At the bottom of the page describing the proposed boundary adjustment is an "Upload Documents" link.  Click it to access the tool to upload your document(s).
  • On the "Upload Scanned Files" page click the "Browse" button and browse on our computer to find the document(s).  They must be in .pdf or .doc format.
  • Once the file(s) is/are selected, click "Upload Files."
  • MBAU staff will review the document(s) submitted and contact you with any additional questions.

Final Online Submission

  • Once you have uploaded all of the files which you wish to submit, click the "View record" option on the upload too.  This will return you to the record of your boundary adjustment.
  • On the record display click "Formally submit docket".  This will send MBA staff an email letting them know that your submission is ready for review.

Filing Fees

  • All petitions and resolutions must be accompanied by filing fees. For the schedule of filings fees, please visit Filing Fee Requirements.
  • The Municipal Boundary Adjustment Unit does not currently accept payment of filing fees by credit card. After e-filing all necessary documents, please submit filing fee payments in the form of a check by United States Postal Mail.
  • Filing fees should be payable to Office of Administrative Hearings and may be mailed to the following address:

  • When mailing the filing fees, please reference the local units of government involved in the proceeding as well as any other relevant information so that the payment can be matched with the electronic filing. Be sure to also include your contact information in order for MBAU staff to contact you with any additional questions.
